Zerk boots are bad mannnnnnn. No really, they are. 99% of the time you should be getting ninja/mercs since Sion needs to get close and those slows/stuns/snares really prevent you from doing it. If you get a Zeal early, it covers the aspd from zerk greaves. With mercs you can better than **** mr, and with atma's you get average armor, but it's better than being a complete squishy and dying in 1 second.
If you can farm good enough, crit sion doesn't need to spend so much on frozen mallet, Phage would work just as well while giving you 1k+ to spend on other things. I usually run Ex. Calling, Zeal-phantom, something with hp (phage/ only mallet if i get fed), then Atma's. Sion can get good HP without having to buy hp items if you farm well, so Atma's works amazing on crit builds. 18% crit, 45 armor, and the damage bonus if you farmed enough really helps on top of enrage.
If you want to build IE, I would personally go boots, ex. calling, zeal, phage (if you need the slow), IE, finish phantom, build phage if you haven't(once again if you need the slow), then Atma's.
As for runes, I dunno it can vary. I usually get crit chance marks, then make the rest whatever. If I go crit-Sion, I would go Crit chance marks, hp/level seals, cooldown/magic resist glyphs, and hp/movement quints. I personally prefer movement quints because 100 hp is nice, but lots of range champs can still kite you so what's the point if you still have to catch up. Why not catch up and rape them quicker?
