Defense vs. Resists vs. Blocking
Ok, been trying to figure this out and haven't. I actually have several questions so I'll split them up to be clear.
1. What does defense do? Is it like chance to block (blocks a percentage of attacks) or does it reduce the dmg. Is it different vs. Melee, ranged, and elemental attacks. Does higher defense have diminishing returns or is 10K ten times better than 1K defense?
2. Shields I think I've got down, they have a change to block. This seems straight forward but I'm not clear how this changes on melee, ranged, and elemental attacks.
3. Resists. If I understand correctly, resists reduce (or increase if negative) the damage done by the specified element. Is it that simple? (Please say yes)
4. What changes (besides base resists) accross levels?
5. I'm hoping to get some low down stuff from the stats guys but what do others of you feel is a good balance between resists, defense, and blocking? Especially assuming you've got to sacrifice a little somewhere.

I'm nearing my end of season build for my wizard and it looks like it's going to be a Twister Wizard. I only do non-meta builds and I play on console. No Vyrtodo or Star Pact Bazooka or even the LOD Archon Twister build (all of which are pushing over GR130 on console). I don't like ANY of those builds, but I want to push my build to GR115 and I think I can if I achieve everything I have in the planner:

I have most of the stuff already. I just need about 260 Paragon points. Because this is a Twister build on console (and, for those not familiar with the difference between the console version and the PC version of the build – the console version allows the player to channel and cast twisters simultaneously – which is huge) it is slated as an area damage build. In the planner you'll notice I've done Arcane Damage increase on my Squirts and NOT Area damage but…this isn't final. I don't have that necklace yet (at least not as you see it in the planner – I do run Squirts but it's not Primal Ancient and it has neither area damage or elemental damage increase), I just used the planner to project out what I need to get to 4 million damage (which is my random magic number for running a GR115). Here's my argument for Arcane damage increase over Area damage. Only the twister I cast procs area damage – none of the channeled twisters do. If you look at my gear (most of which I have – and I spent A LOT of time getting it) it doesn't have resource cost reduction (because most of it is used on another build which doesn't require resource cost reduction). The second I cast a twister I'm at 90% resource – right at the Aquila Cuirass threshold. If I cast 2 twisters in a row I'm below that threshold and I damn well better be in my Slow Time bubble at anything above GR106 because anything that hits me is going to hurt. So, outside of getting the channeling pylon and being somewhat risky, I can't cast a whole lot of Twisters that do area damage. I DO cast them when Ranslor's Folly groups my opponents and when I'm in the Slow Time bubble fighting elites or when I have the channeling pylon (BTW that's insane on the console with Flavor of Time; Twisters cover the screen, everyone gets destroyed), but outside of that I need to be intelligent about casting them. With the Arcane damage increase it buffs the channeled twisters PLUS the cast twisters. That's why I'm LEANING towards Arcane damage increase, although I know area damage is OP as hell and this is an Area damage build, but what do you guys think? Should I do area or arcane damage on the Squirts?
